The Collision Course in the South China Sea

When I was learning to fly, one of the lessons was that if you see an object on the horizon that is seemingly stationary but getting larger, watch out. It is probably an aircraft closing with you.

Trouble with China in the South China Sea is on the horizon of U.S. strategic concerns and getting larger. A major confrontation may be at hand.

China claims sovereignty over the Spratly and Paracel islands in the South China Sea. Its claims have been disputed by Brunei, Malaysia, the Philippines,Taiwan and Vietnam.

Ignoring these neighbors’ territorial claims, China has built artificial islands on otherwise submerged reefs in the Spratly archipelago. They have built runways, capable of landing military jets, on Fiery Cross and Subi reefs, and are building one on Mischief Reef.

Vietnam and the Philippines have also built up reefs, but on a smaller scale, and mostly to help their fishing fleets.

Offshore islands, real or summoned from the deep, are trouble. Argentina and Chile nearly went to war over the Beagle Channel Islands, off the inhospitable tip of South America, until Pope John Paul II brokered a peace deal in 1984.

Britain and Argentina most certainly did go to war in 1982 over the Falkland Islands, which Argentina claimed then and still claims.

Nations use territorial disputes not only to divert attention from domestic problems, but also to heal the real or imagined wounds of history.

China feels, reasonably, that it was kicked around in history. Britain occupied parts of it, most notably Hong Kong, and then acted as a drug lord in the 19th-century Opium Wars. In the 20th century, China was invaded by Japan.

Now, as the world’s second-largest economy and most populous nation, China is feeling assertive.

But all of Asia, and by extension the rest of the world, is invested in this dispute: one third of the world’s shipping passes through the South China Sea, and its rich fishing grounds are a vital food source for the region.

The Chinese bolster their claims with a 1947 map showing what is known as the “nine-dash line,” or the cow’s tongue because of its shape, in the South China Sea. This line extends around the sea and encloses 90 percent of the area; by historical standards this is a whopper of a claim for territory, and one which threatens U.S. allies in the region as well as our shipping.

The Chinese claims appear to be in total violation of international law,  particularly the United Nations Convention on the Law of the Sea, which the United States has not ratified, and which China ratified in 1996.

The dispute with claims and counterclaims is laid out in a new, dispassionate report by the Boston Global Forum, a Harvard professor-heavy think tank.

The United States responded to the China’s claim of territorial integrity for its artificial islands after a long delay, testing the right to navigate by sending the USS Lassen, a guided missile destroyer, through the 12-nautical-mile zone off Subi Reef on Oct. 27. China has reacted angrily with aerial exercises.

The USS Lassen’s transit of the reef appears to have divided the White House. At one point, Defense Secretary Ashton Carter would not acknowledge in public that it had actually happened, or that U.S. aircraft might test the Chinese claim to territorial air rights.

These actions are known as freedom of navigation operations, or FONOPS. It is a term we will hear more of if the United States and China cannot divert from their brinkmanship in the South China Sea.

The United States does not favor any nation’s claim to islands, or even rocks, in that sea. It does, though, have a vital interest in checking Chinese expansion and the interests of its Asian allies who expect a robust U.S. response to China’s island grab — and claim to a whole ocean. — For InsideSources.com

Vietnam Diary: Ho Chi Minh City

In Ho Chi Minh City, the steeples of Notre Dame Cathedral and other French colonial-period churches no longer dominate the skyline. Tower cranes are everywhere as scores of high-rise buildings are going up in this city of 8 million, which is widely still called Saigon.

This city is a hive for the young – 60 percent of Vietnam’s population is under 30, and 85 percent is under 40. Educational attainment is rising fast. In Ho Chi Minh City, there are more than 80 universities.

“Young Vietnamese are eager to learn,” said Duc Anh, one of the city’s young entrepreneurs. And earn.

Wearing shiny helmets, cowl scarves pulled up to their noses, jackets and gloves, young Vietnamese swarm the streets on their motorbikes.

Those with dash and cash head, for example, to the Vincom Center, a twin-towered, glassy mega mall in District 1, the city’s center. They hang out in the district’s burgeoning home-grown coffee chains with European-cafe (the French introduced coffee to Vietnam in 1857) ambiance, including Phuc Long Coffee and Startup Coffee. And they club the night away.

But modernization hasn’t come to all of the city’s 24 districts (19 urban and five rural) at a high-octane rate. Traditional culture is parked everywhere from the streets lined with shops carrying just one type of product, to the pungent food stalls in the Binh Tay Market in Cholon, the city’s huge Chinatown, to The Jade Emperor Pagoda, a multi-faith temple, built by the Cantonese in 1909, where turtles swim in the fetid courtyard pools and people pray in a fog of incense smoke.

This diary will meander from Ho Chi Minh City to Nha Trang, a buzzy seaside town, also the capital of Khanh Hoa Province, on the south central coast of Vietnam.

Landmark Meeting

In July, I traveled to Vietnam with my husband, Llewellyn King. It was our second trip to the country in six months, and in a year that marks two important anniversaries: the 40th of the end of the war with the United States, and the 20th of the normalization of diplomatic relations.

During our trip, a milestone in Vietnam-U.S. relations was in the making: Nguyen Phu Trong, general secretary of the Vietnam Communist Party, met with President Obama at the White House.

“As you heard, I got an invitation to Vietnam. And I think this is indicative of the remarkable progress that’s taken place in the relationship between our two countries over the last 20 years,” Obama told reporters in the Oval Office, following his meeting with Trong on July 7.

“Twenty years is a long period of one’s lifetime. Yet, it is merely a fleeting moment in the long history of relations between nations,” Pham Binh Minh, deputy prime minister and foreign minister, wrote for a news site of the state-run Vietnam News Agency. “Few people could have imagined that Vietnam and the United States would make such great strides in their bilateral ties after two decades of normalized relations.”

Since May 2014, when a fierce fight over sovereignty broke out between communist neighbors Vietnam and China, causing relations to plummet to their worst level in three decades, those strides have become more vigorous in defense. In October that year, the United States decided to partially lift its ban on lethal weapons sales to Vietnam. And three months ago, the two countries announced a Joint Vision Statement to increase defense ties, bolstering the comprehensive political and strategic partnership established in 2013.

Trade between the Vietnam and the United States has grown by leaps and bounds. “From a modest figure of $400 million in 1994, bilateral trade has increased 90-fold to $36.3 billion in 2014. With $30.6 billion in exports to the United States in 2014, Vietnam became ASEAN’s No. 1 exporter to the U.S. market: Vietnam even surpassed India and joined the list of top 10 net exporters to the world’s largest consumer market,” Minh wrote in his July 7 article.

Currently, the United States is the sixth-largest investor in Vietnam, with direct investment of $7 billion, reaching $9 billion with the addition of investment via a third country. In two or three years, the United States will become the top investor in Vietnam, a place now held by South Korea, predicts Matthew Daley, chairman of the U.S.-ASEAN Business Council. In early May, the council sponsored a group of 23 U.S. businesses on a visit to Vietnam – the largest-ever U.S. business group trip to the country.

It won’t be long before the “Made in China” labels in your clothes and other products will be replaced with “Made in Vietnam” labels. Not long at all: the Chico’s brand sweater I’m wearing has that label.

Crisp Currency

The Vietnamese don’t like creased or crumpled currency. I found this out when I tried to change a $20 bill at the Pullman Saigon Centre, a five-star hotel, in Ho Chi Minh City.

I handed Giang, a front desk clerk, a neatly folded $20 bill, and asked her to exchange it for dong. She handed it right back to me with two hands, saying, “We cannot change it; only new bills. It is a law since 2006.”

By new, she meant hot off the U.S. Mint presses. “Money is money; crisp or crumpled,” I protested.

“No,” she said, “In Vietnam it is not. And so many visitors here are sad when I cannot change their money.” And mad, too, I thought.

I’m not sure there is such a law, but there is a tradition of crisp currency in Vietnam.

“In general people prefer notes to be shiny, new, crisp and unfolded. Traditionally money is given in the New Year, at weddings and other family occasions. Fresh, new notes are considered ‘lucky,’ while grubby, crumpled, soggy notes are very much frowned upon,” according to Jonny Platt, a Briton who has lived a decade in Ho Chi Minh City and writes the Vietnam Travel blog.

“When paying for goods or services, it is polite to straighten the notes and to hand them to a vendor with two hands, making eye contact as you do so,” Platt advises in his blog.

Sweet Thy

When in Ho Chi Minh City, get a guide. That’s my advice.

Mind you, as a lifelong traveler, I love meandering in a city. But when I’ve toured a city with a good guide, it’s really paid off.

Hiring one can be a crapshoot, but my husband and I lucked out twice in this buzzy southern city.

We took two city tours, morning and afternoon, offered by Saigontourist, a state-owned holding company with investments in the hospitality (including the Pullman) and tourism industries. Small and medium-sized, independent tour operators are cropping up, but they’re up against a government giant: I was told, for example, that Saigontourist is one of two companies allowed to provide tours to the cruise ships making calls in Vietnam’s southern ports, which are becoming industry hot spots.

Both guides may have been government employees, but they were anything but dull, especially our afternoon guide, Anh Thy. Indeed, the booking agent said, “You were very lucky. She was a history teacher. She is famous in Saigon.”

During our four-hour tour with Miss Thy (pronounced “tea”), we learned that she was a gifted anthropologist and comedian. Our tour included a visit to the Ben Thanh market; The Jade Emperor Pagoda; the Reunification Palace; and a cyclo ride in Cholon, the Chinatown that dominates the western part of the city.

On one street, Miss Thy pointed out a Fruit Shake shop that sells nuoc ma, sugar cane juice. “We like that drink. So sweet, you don’t have to sweeten it,” she said, adding, “Sugar-cane juice in Fruit Shake with many flavors becomes a high-class beverage in Vietnam.” It’s also a refreshing drink sold all over the country in lowlier stalls and carts.

Miss Thy gave us this food and beverage rule of thumb: Hanoi, located in the North, hot and salty; Hue, in the central part of the country, hot and spicy; Saigon, cold and sweet.

As for coffee, Vietnam is the world’s largest producer of Robusta coffee, a bean variety that coffee experts consider inferior to the Arabica type. But the Vietnamese don’t give a hill of ’em about that, and brewed Robusta is a top drink thanks to Vietnamese ingenuity, which you’ll see everywhere from their agricultural practices to exquisite handicrafts to major engineering projects, to the way millions of motorcyclists know where to buy gas in Saigon, where there are few gas stations — Hint: Look for an upturned brick on a sidewalk, and you’ll find a man with a gas can.

In Ho Chi Minh City and elsewhere in Vietnam, coffee is prepared using a small, metal drip filter. “In the South, we like our coffee cold and sweet with [condensed] milk.” If you crave an Americano or a cappuccino, you can order one at the proliferating European-style coffee shops, like the local My Life Coffee, or the Australian chain, Gloria Jean’s. And they often come – thanks to Vietnam’s French colonial past and current culinary trends – a macaron.

Another one of Miss Thy’s food and beverage rules of thumb: “We drink coffee in Saigon; in Hue, they drink coffee and tea; and in Hanoi, they drink tea, like the Chinese.”

Remembering a Generation Defined by Duty

Seventy years ago, we celebrated the end of World War II in Europe. That celebration is not the first memory of my childhood, but it is one of the clearest.

I was a five-year-old boy in Cape Town, South Africa, proudly displaying a paper Union Jack, the familiar British flag, and watching the victory parade. I often wonder where the flags came from – before offset printing and photocopying – in time for the parade. Someone knew victory was at hand.

There was a palpable, universal happiness – though more subdued, I am told, than the outbursts which greeted the end of World War I. For me, that was the best parade ever. It was wonderful to see people grabbing each other, doing little impulsive jigs in the street.

Marching in the parade was the handsomest man I had ever seen, or have seen since: my father in his best Royal South African Navy uniform of a chief petty officer, engine room. My father was a wonderful man in many ways. He was not lettered, but extremely kind and dutiful, and loved for those things — not for being handsome. But I tell you, that day he was handsome.

It was not until 1998 that Tom Brokaw called them “The Greatest Generation,” in a book of that name. Maybe all who go to war are the greatest generation. Maybe, every father who survives is unbearably handsome to someone.

Memorial Day is upon us and our veterans — maybe veterans everywhere — will be briefly remembered. The Greatest Generation was, perhaps, the last time a generation was defined by its sense of duty. That was true of the men and women who peopled my young life.

My father sold our home and few possessions, in what was then Southern Rhodesia, to serve. He was turned down for the British army in Rhodesia because an arm he had once broken had not mended properly. He had heard that the Royal South African Navy would be more tolerant. His acceptance by the navy was not a certainty, and we had no money. But we made the long, hot, six-day journey to South Africa by train to no known future; my father, mother, brother and myself, all going off to war because that is what was done. That is what the men of the Greatest Generation did because it was your duty to serve.

My father was not alone. I grew up hearing other stories of how people had gone to great lengths to serve and, having gotten into the armed services, how they did everything they could to get into the fight, not to serve at a distance in a British dominion, as South Africa then was. That is how South African pilots came to serve in the Battle of Britain.

In those days, patriotism was organic here in the United States and around the globe. Not every last man of military age was a patriot, but most were. It was the deep-seated culture.

When it was over, those who survived WWII were welcomed home with celebrations, appreciation and reverence. Alas the warriors from more recent wars, Korea, Vietnam, Kuwait, Afghanistan, Iraq and lesser conflicts, have come home to cold comfort. No parades, no five-year-olds with flags — and little place in the tapestry of the national memory. No recognition of their inalienable right to honor.

War is not everyone’s business anymore. Vietnam was the first war where patriotism was not part of the equation. Today, with a professional military, it is not the business of the armchair patriots with their slogans, urging others to take up arms.

When the World War II Memorial opened on the Mall in Washington in April 2004, I went there. I did not like it, architecturally; I was disappointed. But then men with canes and in wheelchairs began arriving, smiling and shedding occasional tears. It was important and moving to them, those handsome men. My father would have loved it; now, I like it well. Memorial Day weekend is at hand.

A Tale of Two Countries: Cuba and Vietnam

HANOI, Vietnam — What do Vietnam and Cuba have in common? Short answer: The Washington Post.

In an editorial that shocked as much by where it came from as by its rather distended logic, the newspaper attacked President Barack Obama’s opening to Cuba. It did so because Cuba is still a Communist dictatorship, and argued that giving trade privileges and diplomatic recognition to Vietnam in 1995 had neither lessened the Communist grip there nor improved the human rights record at all.

Wait a minute. Cuba is still very much a Communist country, with severe restrictions on its people. Vietnam has a titular communism and a lot of personal liberty.

Cuba’s President Raul Castro has lightened some of the worst of the oppressiveness of the state but not by more than he has had to, given the changes that Western tourism has forced on the regime. It is still oppressive and there is no personal freedom for the Cubans. They cannot travel and when I was last there, a few years ago, they could not even go to the tourist hotels unless they were government officials.

I can say, though, that things were so much better than they had been when I first visited the island in the 1980s. Then the atmosphere was palpably repressive. The block committees for social spying were in full swing, and the good spirits of the people were shackled by the heavy, Slavic presence of the Soviets. It had the feeling of an occupied country.

By contrast, when I visited Vietnam in 1995, and traveled the length of the country, there was none of the sense of almighty government. Relations with the United States had just been normalized, and Vietnam was enthusiastically looking to joining the world. Businesses were beginning to take hold, and the war had been not so much forgotten as put aside.

One thing you did not get at that time in Vietnam was any sense the Marxist-Leninist dogma was affecting everyday life, or that the people felt oppressed. Those from the South, who had fought against the Communists on the American side, did complain of discrimination.

Fast forward nearly 20 years, and I am again in Vietnam. It is bustling, more prosperous, but still primarily a happy country with people free to travel. In other words, much a better place for personal freedom that the Castro brothers Cuba.

The rub is that human rights are abused in Cuba and Vietnam. Both get low ratings from Human Rights Watch on its listing system. It is not a wise thing to criticize the regime in either Cuba or Vietnam: If you do, the prison door will swing open and in you will go. However, I am told by the Dutch Embassy in Havana that they feel things are improving in Cuba. And sources in the U.S. State Department tell me that they think things are slowly getting better in Vietnam — and that they are already much better than they are in China. One thing I am sure of is that if Vietnam had not been so keen to trade with the West, it would not be as easygoing as it now is.

Next year, an important one for Vietnam, as it is the 40th anniversary of the ending of the war and the 20th of normalization with the United States. The government has ambitious plans to privatize as many as 400 companies that are at present inefficient state enterprises. Vietnamese business people told me they thought the country was on the move, going in the right direction.

Business is very important in “Communist” Vietnam.

By stark contrast Cuba has a subculture of tiny businesses, mostly restaurants, that are constantly harassed by government agents. In Vietnam business is celebrated. There are multi-millionaires in Vietnam. Not so Cuba.

One way or the other, the United States has this choice: Maintain the servitude in Cuba that the brothers Castro have been able to blame on U.S. policy since 1960, or let the force of openness prevail. I can tell you that things are better in Vietnam because of normalization of relations with the United States, and worse in Cuba because that has not happened.

To have open relations with China and to rue those with Vietnam, and to want to keep Cuba in limbo is incoherent and self-defeating. — For the Hearst-New York Times Syndicate

Hanoi: Motor Scooter City

HANOI, Vietnam — I want tell you about Vietnam: its people, its culture, its economy, its disputes, and its aspirations. But I can’t. Not yet.

Like other visitors to this capital city, I’m not focused on the wide, French-colonial boulevards, the roadsides decorated with extraordinary ceramic mosaics and the great parks; the glorious architecture, which tells its history; traditional, colonial and modern; or the fabulous food, informed by the French but resolutely Vietnamese.
No. I’m totally mesmerized by the traffic: one of the wonders of the world. It’s a wonder not because, like so many of the world’s cities, it’s so terrible, but because it flows in the most extraordinary way. It’s the triumph of a lack of system over a system.
For the most part, Hanoi has no traffic lights, except on major thoroughfares, and no stop or yield signs. Traffic moves along at about 15-miles-per-hour; sometimes a little faster and sometimes slower, depending on the time of day.
Looking at the traffic is like watching a column of ants, going hither and thither in a courteously chaotic way. The only absolute rule on the roads is to keep to the right. Everything else is improvisation.
At the heart of this traffic miracle, this way of moving millions of people with little delay, is the humble but iconic Vespa scooter, its imitators and relations, all powered with small engines in the 150 cc category. For those not intimate with the intricacies of motorcycles, a top-of-the-line Harley Davidson comes in at 1,247 cc.
But central to the Hanoi traffic triumph are scooters and very light motorcycles (some of them electric), the occasional moped and even bicycles — although compared to when I was here 20 years ago, the bicycle has nearly disappeared.
To the more than 3 million scooters, most of which take to the streets daily, add the skill, courtesy and physical courage of the riders. They weave, dodge, brake, swerve, swoop, accelerate and slow in what, to American eyes, is an unscripted ballet with a cast of millions. The dance is known, but the choreography is new by the split-second.
There are cars, too, but they’re the minority. They let themselves into the shoals of seething motor scooter riders with a confidence that I’d never have. I’d never go anywhere, being convinced that I’d plow down dozens of intrepid riders with my first tentative yards onto the road. You must not only have patience, but also enough boldness to know that the river of motorcycles — a river that ebbs and rises, but never ceases — will accommodate you.
I sit in the back of my taxi convinced that blood will flow as I watch young and old glide by with a determination only otherwise seen in NASCAR drivers. The dance is fast and furious; the music is all New World Symphony.
It is worthy of study by fluid dynamists. Maybe the traffic, the smooth-flowing traffic of Hanoi, should also be studied by sociologists.
Everything happens on the darting, rushing motor scooters and mopeds of Hanoi. Families of three are transported, young men and young women ride abreast and meet on wheels.
If you want to cross the street, pluck up you courage, ask forgiveness from your Creator, and step into the maelstrom of motorized wonder, believing, as you must, that the throng of riders in Hanoi have extrasensory perception and will part, like the Red Sea, for you.
Who would believe that watching traffic could be recreational? Worth the trip, almost.
Reporting on Vietnam, with its intriguing culture, emerging economy, territorial contentions, and future relationship with the United States, will have to wait. There may be a moped in my future. — For the Hearst-New York Times Syndicate

Vietnam Welcomes America with Open Arms

No grunt slogging through the jungles of Vietnam could imagine that in 2014, 41 years after the end of the Vietnam War, the Vietnamese would be welcoming back Americans as investors, tourists, advisers and protectors.

Next year is a big year in Vietnam. It is the 40th anniversary of the fall of Saigon, on April 30, 1975. It is also the 20th anniversary of the normalization of U.S. relations with Vietnam, a country where so much American and Vietnamese blood was spilled.

The Vietnam War started in the Eisenhower Administration, dragged down Lyndon Johnson’s presidency, and was ended in the Nixon Administration amid controversy that tore America apart and has informed its foreign policy ever since.

It will be remembered in the annals of war for the limits it revealed on mechanized fighting, and the challenge of asymmetrical fighting and wrong-headiness. But it also deserves mention in the annals of peace for the surprising speed in which the war has been put aside, especially in Vietnam, where the gory past has been buried and the future embraced.

Today’s Vietnam is a place where the United States is admired and emulated. And the Vietnamese want nothing so much as to be closer to Americans.

Twenty years ago when I traveled from Hanoi, south along the spine of the country, to Ho Chi Minh City, formerly Saigon, I was astounded by the way the war had been willfully forgotten: people I met did not want to talk about it.

Da Nang still was set about with hardened bunkers, Hue, which had been the national capital until 1945, was a sad ruin, but people were determinedly forward-looking. They wanted to know three things: how could they get American goods, how could sell their goods in the U.S. market, and what was the United States going to do about China?

A generation later, Vietnam is more passionate in its desire to get close to the United States. The government of Vietnam is making a new push for American investment, particularly in the privatization of infrastructure, which is still government-controlled and beset by inefficiency and corruption.

Vietnam Report, a business and data service, has just released a comprehensive white paper, prepared by Corr Analytics, a New York-based risk management consultancy, that paints an agreeable picture of investment opportunities, particularly in those industries that the Vietnamese government is anxious to hive off to the private sector. Of 432 projects identified by the government, Corr has honed in on what it believes to be the 31 best-investment targets. These range from opportunities — from a few million dollars to over $7 billion — in finance, infrastructure, manufacturing and petroleum.

The backstory is that Vietnam needs more than U.S. investment. As it struggles against China in the South China Sea, over territorial claims on small island groups that are thought to contain large hydrocarbon reserves, Vietnam wants the United States to be a visible friend.

There is even talk that the United States, might establish a naval base at Cam Rahn Bay, its legendary base and deep-water port during the Vietnam War. This, the argument goes, would compensate for the loss of the naval base at Subic Bay in the Philippines. Come back, Yanks.

Several analysts have told me that they believe Vietnam to be an excellent investment opportunity, but there are concerns. The government is nominally communist and there is only one party: the Communist Party. It is avowedly pro-business but faces human-rights issues, press-freedom issues, and the impartiality of the judiciary is questionable. Corruption is widespread and debilitating.

Yet Forbes magazine is looking to Vietnam as the new Asian investment haven. In the World Bank’s Ease of Doing Business rankings, according to Corr Analytics, Vietnam is ahead of major investment destinations such as China, India and Brazil. Vietnamese Prime Minister Nguyen Tan Dung has made it clear that his country is open for business – particularly American business.

Tourism is growing, especially at Vietnam’s superb beaches. Lauren Graham, who stars in the NBC drama “Parenthood,” has taken a bicycle trip with her father, a Washington lobbyist and fluent Vietnamese speaker.

Some who fought in Vietnam have joined the ranks of its boosters, like Tom Patterson, the famed Harvard professor, who is helping to develop a high-technology village near Nha Trang and Cam Rhan Bay, where he was once stationed.

The generational change also has made a difference. Much of the Vietnamese population was not born during the war. A new generation of Americans has been shaped by war in the Middle East not in Asia. — For the Hearst-New York Times Syndicate

How to Steal the Sea, Chinese Style

In history, countries have sought to increase their territory by bribery, chicanery, coercion and outright force of arms. But while many have sought to dominate the seas, from the Greek city states to the mighty British Empire, none has ever, in effect, tried to take over an ocean or a sea as its own.
But that is what China is actively doing in the ocean south of the mainland: the South China Sea. Bit by bit, it is establishing hegemony over this most important sea where the littoral states — China, Taiwan, the Philippines, Brunei, Malaysia, Indonesia, Singapore and Vietnam — have territorial claims.
The importance of the South China Sea is hard to overestimate. Some of the most vital international sea lanes traverse it; it is one of the great fishing areas; and the ocean bed, near land, has large reserves of oil and gas. No wonder everyone wants a piece of it — and China wants all of it.
Historically China has laid claim to a majority of the sea and adheres to a map or line — known as the nine-dash map, the U-shape line or the nine-dotted line — that cedes most of the ocean area and all of the island land to it. The nine-dash map is a provocation at best and a blueprint for annexation at worst.
The mechanism for China’s filching of one of the great seas of the world is control of the three island archipelagos, the Paracel, Spratly and Pratas islands, and several other smaller outcroppings, as well as the seamounts, called the Macclesfield Bank and the Scarborough Shoal. Between them, they consist of about 250 small islands, atolls, keys, shoals, sandbars and reefs. Very few of these are habitable or have indigenous people. Some are permanently submerged, and many are only exposed at low tide.
Yet if China can claim title to them, it can use them to extend its hegemony into the area around them. First, it can claim the standard 12 miles of territorial waters around each land mass and it also can claim an economic zone of influence of 200 miles from the most dubious “island.” Ergo, China can connect the dots and grab a large chunk of the South China Sea.
China is reclaiming land – actually building a new artificial island — in the disputed Spratly Islands. The two-mile-long island will have an airfield that, China’s foreign ministry claims, will be used for air-sea operations. The other claimants, think otherwise, especially Vietnam. The United States has called for China to halt the island project.
China has been both stealthy and obvious about its strategy. It has increased its trade with the claimants; and in some cases has made generous contributions to their infrastructure development, but not in the South China Sea. In its maritime provocations, China has been careful to use its coast guard, not its navy, as it extends its grasp on the archipelagos, and inches forward to total domination of anything that looks like land in the waters off its southern coast.
The Philippines has sought international legal redress under the United Nations Convention on the Law of the Sea, a treaty which the United States has not ratified, limiting its legal maneuvering, according to Barry Nolan of the Boston Forum, a policy analysis group that has studied the South China Sea crisis this year. China denies the legitimacy of international law in what is says is an internal matter.
To my mind, we are seeing is a new kind of imperialism from China, a gradual annexation of whatever it wants; quiet aggression, just short of war but relentless. This is China’s modus operandi in Southeast Asia, Africa and other places. It squeezes gently and then with greater strength, like a lethal constrictor snake.
Southeast Asian countries are arming, but China’s naval forces are growing faster. Also, it has the cash and the people to do what it wants. The U.S. “pivot to Asia” has done little to reassure China’s neighbors. Their nervousness is compounded by the ease with which Russia was able to annex Crimea and is proceeding into Eastern Ukraine unchecked. What’s to stop China grabbing some useless islands, and then a whole sea?
