Nuclear Booms in Asia as New Reactor Ideas Flourish in U.S.

The nuclear electric industry has sustained some mighty blows in the United States and Western Europe in recent years. It might be reeling, but it is not out and it is not going down for the count. Taken globally, things are good.

The need to curb carbon in the air, to service a growing world population and the surging cities are impelling nuclear forward. At the annual summit meeting of the U.S. Nuclear Infrastructure Council (NIC) in Washington, this future was laid out with passion: Nuclear power is experiencing a growth spurt but not in the United States and Western Europe, except for Britain.

Nuclear demand is high where air pollution is at its worst and where economic activity is fast and furious — in Asia generally, and in China and India in particular.

Vijay Sazawal, president of IAEC Consulting, told the NIC meeting that India would be adding two reactors a year to its nuclear fleet moving forward. China and India are building half of the 60 new reactors under construction worldwide, according to Andrew Paterson of Verdigris Capital Group, which studies nuclear.

Paterson predicted world electricity demand will double by 2050 and that most of the demand would come from the megacities of Asia, Africa and Latin America. He said, “By 2030, China will have 15 megacities (10 million or more people) and 150 cities with more than 1 million people.”

Wind and solar energy, the other carbon-free electricity sources, also will grow dramatically but will be constrained by their land needs. Big cities are ill-suited to roof-mounted solar, and windmills require large acreages of open land not found near megacities.

In the United States, the shadow of the Westinghouse bankruptcy is passing over the nuclear community. How could a once-proud and dominant company get its sums so wrong that it has been forced into bankruptcy? The collapse of the company — which was building two plants with four reactors in South Carolina and Georgia, four reactors in China, and was engaged in projects in the United Kingdom and India — will be studied in business schools for generations to come. Bad management, not bad nuclear, has brought Westinghouse and its parent Toshiba to its knees.

But nuclear believers are undaunted. Nuclear advocates have a kind of religious commitment to their technology, to their science and to the engineering that turns the science into power plants.

I have been writing about nuclear since 1970, and I have featured it on my television program, “White House Chronicle,” for more than 20 years. I can attest that there is something special in the passion of nuclear people for nuclear power. They have fervor wrapped in a passion for kind of energy utopia. They believe in the great gift that nuclear offers a populous world: a huge volume of electricity.

The kernel here, the core belief, the holy grail of nuclear is wrapped up in “energy density”: how a small amount of nuclear material can produce a giant amount of electricity in a plant that has few moving parts, aside from the conventional steam turbine. As designs have evolved and plants have become “passive” in their safety systems, the things that can go wrong have been largely eliminated.

To understand energy density think this way: The average wind turbine you see along the highway turns out 2 megawatts of electricity when there is wind, a trifling amount compared to the 1,600 megawatts a new nuclear plant produces continuously — and probably will produce for 100 years before it is retired.

Asia, choking on air pollution and with huge growth, needs nuclear. America is not gasping for new generation: demand is static and there is a natural gas glut. Also, there is land aplenty for solar and wind to be installed.

But U.S. nuclear creativity, even genius, will not rest. The United States is on the frontier, pioneering a generation of wholly new reactor concepts, mostly for small modular reactors and even big new reactors, which may first be built in China and India but, like so much else, will be “thought up in America.”

At nuclear conclaves like the NIC meeting, there is sadness that the U.S. market is stagnant. But there is incandescent hope for the future.

Beware of the Loving Embrace of the Government

I am not a government-basher per se. As a reporter, I have covered it too long to say the bureaucracy is always incompetent and lazy. But I have also seen how the government wastes money, veers from one project to another, and is indifferent to any damage done by its autocratic ways.

The government, for better or worse, is the great risk-taker on new technologies. As such, it has added immeasurably to the wealth of the nation, from the creation of the technologies that led to the fracking boom and the Internet to the creative advances one now sees in airliners.

After the Pentagon, the Department of Energy (DOE) is the worst offender of the love-it-then-leave-it school of support for technology innovation.

The country is littered with the carcasses of abandoned projects, such as the Yucca Mountain nuclear spent-fuel repository, which was canceled by the Obama administration to please its political ally, Sen. Harry Reid (D-Nev.). Price tag: more than $15 billion.

This cancellation has had two other damaging effects: the first is there is still no permanent place to store nuclear spent fuel, which is piling up in America; and the second is the demoralizing of talented engineers and scientists by the government’s vacillation. These effects may be as huge as the price tag.

Gifted people throw themselves into government projects and move their families across the country to the work sites. Then the government says, “Thanks for your work on the project, but we are canceling it. Now, shove off!” These contractor employees do not have government protections; they are subject to government caprice.

In South Carolina, for example, a huge project to build a plant to blend weapons-grade plutonium into nuclear fuel for civilian reactors is 70-percent completed and hanging by a thread. That is because after spending $5 billion, the DOE wants to do something else equally expensive, according to one consultant.

Or take Gen4 Energy, a small, Denver-based company that has been strung along by the DOE and now is preparing pink slips. Its plan is to build a small (25-MWe), advanced nuclear power plant for use at mining sites, military bases and remote places that need electricity, such as Alaskan villages and those in less-developed countries. These reactors would work for 10 years and then would be swapped out and replaced with a new, factory-built module.

Robert Prince, Gen4 Energy’s CEO, who came out of retirement to lead the advanced reactor project, says it is a unique, safe design using tested materials and concepts. The Gen4 advanced reactor design was in the running for development funding from the DOE.

The DOE uses a device called a “funding opportunity announcement”(FOA), to encourage technology developers. In 2013, it issued an FOA and handed out grants of $1 million each to four advanced reactor designers, including General Electric, General Atomics, Westinghouse and Gen4 Energy.

The DOE’s next step was to issue another FOA. This time, the department planned to split $80 million over 10 years for just two designs, provided the grantees came up with their own $10 million. Gen4 and the others prepared detailed proposals and waited.

In January, the DOE picked two rector designs: one from a consortium that includes Bill Gates and the Southern Company, and the other from technology entrepreneur Kam Ghaffarian. Neither were in the first round.

The DOE decision hit Gen4 Energy particularly hard, as it was the smallest contender and probably the one most in need of DOE help as it labored on its design, which had originated in the Los Alamos National Laboratory and was due for feasibility testing at the University of South Carolina, according to Prince. “We really thought we had a shot,” he said.

Not so. Love from the DOE is a sometime thing. Just ask Prince, who now must tell investors and staff that the $10 million or so they have already spent is gone and the business must pack up, technology abandoned, lives shattered, hope sunk.

Gen4 Energy is not alone in its disappointment. Other companies with exciting designs for reactors are also disappointed. Careers, brilliant ideas, and untold dollars are lost in the way the DOE seduces and abandons people and technologies. — For InsideSources

In Nuclear, as in Other Things, the Past Was Glorious

A train hurtles under the English Channel at 200 mph. In Japan, an even faster train levitates above the track. In France the largest passenger aircraft on earth, the Airbus A380, takes to the sky. Two Asian giants, China and India, are involved in a space race.

If you want to build a new nuclear plant you’d better order the largest component, the pressure vessel, from Japan. They aren’t made in America anymore; stagnation killed that business.

All is not lost to the United States, but there are warning signs that our global scientific and technological expertise is under attack. It is not yet vanquished, but we’re showing signs of vulnerability: Technological arrogance ia leading to the blunting our precious cutting edge.

That arrogance, in the way of arrogance, comes from past triumphs rather than present capabilities.

Once, the world waited for U.S. scientific and technological innovations. The U.S. Patent and Trademark Office was stuffed — and still is — with American inventions. But when it comes to applied science, the world no longer waits for us.

When Britain and France built the Concorde supersonic jet, they expected the United States to be right behind them. When the Senate killed the idea of a government-financed, supersonic civilian airliner, the Concorde was doomed.

Likewise with advanced nuclear reactors. When the Clinch River Breeder Reactor was terminated, it was a mortal blow for similar programs in Britain, France, and even Russia.

Those were the days. We were the pacesetter.

Nowhere was this truer than nuclear power. It was our technology, and the world almost demanded our leadership. So much so, it even copied our licensing procedure; and anti-nuclear activists were trained in the American ways. The German pebble bed reactors, British graphite-moderated reactors, and Canadian natural uranium reactors were squeezed in the market, because the Americans, who were known to know about these things, favored the light water reactors. That would make them the world standard. And so it was.

But as the United States faltered, the world went ahead. France built out its nuclear fleet, Japan forged forward, and today reactors are under construction in many places: 25 in China, five in South Korea, and two in tiny Finland.

With this in mind, there’s something sad about the Obama administration’s backing, with loan guarantees, just two new reactors. Gosh.

The industry has calculated that 65 new reactors are needed but two are welcome, even if they’re to be built by Westinghouse, once one of the great industrial names and now a subsidiary of Toshiba.

The master must now play the apprentice.

With sickening predictability, Friends of the Earth President Erich Pica was on the PBS NewsHour to decry the oh-so-modest Obama move. He stopped by the morgue on the way to the studio to get cadavers of arguments about subsidies and waste.

Those technologies favored by Pica, wind and solar, are only known to us because of government subsidies. But he went further and had more disingenuousness up his sleeve. He claimed hydroelectric production from dams built decades ago as part of the “green” bounty. He must know that many members of his own organization want those dams torn down.

Jim Riccio of Greenpeace said that splitting atoms is inherently dangerous and should be treated as such. There’s a vision of pusillanimous policy-making. Columbus, keep those ships in port. John Glenn, stay on Earth; space travel is, er, dangerous.

Worrying about what’s going to happen to nuclear waste in thousands of years is a conceit as well as a stupidity. There’s plenty of it around, which did not come from electric production but from making weapons and driving Navy ships and submarines.

Civilian electric production is the bonus, not the problem, and the solution lies in nuclear evolution — not in unilateral abandonment. –For the Hearst-New York Times Syndicate
